En este trabajo se caracteriza a las migraciones desde otra perspectiva de la Seguridad: la Seguridad Humana, centrada en la persona y en la satisfacción de sus necesidades básicas, más allá de la concepción clásica y habitual de la seguridad que se refiere a la defensa militar del Estado. Desde este marco teórico se aborda el problema de las migraciones tanto en el país emisor como el receptor, en el contexto geográfico del Cono Sur. Asimismo se proponen posibles flujos migratorios para el año 2015, que permitan guiar la toma de decisiones para establecer las futuras políticas migratorias.
In this work it is characterized to the migrations from another perspective of the Security: the Human Security, centered in the person and in the satisfaction of their basic necessities, beyond the classic and habitual conception of the security that refers to the military defense of the State. From this theoretical mark the problem of the migrations is approached so much in the issuing country as the receiver, in the geographical context of the South Cone. Also they intend possible migratory flows for the year 2015 that allow to guide the taking of decisions to establish the future ones political migratory.
