Resumen

En la actualidad operan tres tipos de organizaciones: las empresas lucrativas, las gubernamentales y las del tercer sector u organizaciones de la sociedad civil (OSC). Históricamente las OSC no se han preocupado por mejorar su desempeño, de la misma forma que los otros dos tipos de organizaciones. En los años sesentas hablar de eficiencia o de mejoramiento organizacional a las OSC era ofenderlas. Sin embargo, es evidente que éstas necesitan ocuparse de mejorar su desempeño considerando que enfrentan retos similares a las otras organizaciones. Por lo anterior se planteó la pregunta: ¿Cómo se puede mejorar el desempeño de la OSC objeto de estudio para que ésta pueda lograr el objetivo fundamental de mejorar la calidad de vida de los usuarios de los servicios que ofrece? Y el objetivo: diseñar un modelo de mejoramiento del desempeño organizacional para la OSC, a partir de un análisis de su desempeño actual seguido por una investigación documental de los modelos de mejoramiento organizacional existentes; para poder aplicarlo. Se estudió los modelos actuales y los elementos que se consideraban vitales para el buen desempeño y considerando las brechas de desempeño actuales de la OSC se diseñó el modelo. El modelo consta de 14 elementos que interactúan entre sí partiendo de un plan estratégico y culminando en una mejor del desempeño. El modelo puede ser aplicado en las OSC con características similares y que deseen mejorar su desempeño con el propósito de generar resultados en términos de incrementar la calidad de vida de los seres humanos a los que sirven.

Abstract

Currently, there are three types of organizations: for-profit, government and third-sector organizations or civil society organizations (CSO). Historically CSOs have not been concerned about improving their performance, in the same way as the other two types of organizations have done it. In the sixties talking about efficiency or organizational improvement to CSOs was to offend them. However, it is evident that they need to improve their performance considering that they face similar challenges to the other organizations. Therefore, the question was: How can the performance of the CSO under study be improved so that it can achieve the fundamental objective of improving the quality of life of users of the services it offers? And the objective was: to design a model of organizational performance improvement for the CSO, based on an analysis of its current performance followed by a documentary investigation of the existing organizational improvement models; to be able to apply it. The current models and the elements that were considered vital for good performance were studied, and considering the current performance gaps of the CSO, the model was designed. The model consists of 14 elements that interact with each other starting from a strategic plan and culminating in a better performance. The model can be applied in CSOs with similar characteristics and that wish to improve their performance with the purpose of generating results in terms of increasing the quality of life of the human beings they serve.
